About Us

 The Civil Service Commission (CSC) of Zambia was established under Article 222 of the Constitution of Zambia (Amendment) Act No. 2 of 2016 and operates under the mandate provided by the Service Commissions Act No. 10 of 2016.

Our core functions include the appointment, confirmation, promotion, regrading, secondment, transfer, separation, and discipline of civil service officers, excluding constitutional office holders. We also hear appeals, promote codes of ethics, and establish human resource management principles and values to uphold professionalism and accountability in the civil service.

Through its mandate, CSC is committed to monitoring compliance, evaluating performance, and imposing sanctions where necessary to ensure excellence in public service delivery.

Our 2022–2026 Strategic Plan aligns with Zambia’s developmental goals articulated in the Eighth National Development Plan (8NDP) and Vision 2030. The Plan sets the foundation for transformative service delivery, with a focus on innovation, efficiency and the effective management of human resources.

The Commission’s vision, “A Smart and Value-Centred Service Commission ensuring Quality Service Delivery,” reflects our dedication to achieving a civil service that is ethical, innovative, and responsive to national needs.
